Mr Preap Kol

Mr Preap Kol is the Executive Director of TI Cambodia. A founder of the organisation, he has been integral to the development of the policy framework, strategic plan as well as the fund raising aspects for the organisation. Kol had also served as the Regional Coordinator of the UNCAC Coalition (United Nations Convention Against Corruption) in the Asia Pacific region from June 2012 to September 2014.
Having worked with several international organisations and development agencies over 18 years, Kol brings extensive experiences and knowledge on the topics of governance, social accountability and anti-corruption. He used to serve as a Program Advisor at the World Bank in Phnom Penh; as a Senior Programme Manager at the National Democratic Institute for International Affairs in Cambodia; as well as work for the European Election Mission to Cambodia.
Mr Kol has earned a Postgraduate Degree in International Election Observations and Electoral Assistance from University of the Pasque Country of Spain; a Master’s degree in Political Science from a University in Cambodia; a Diploma in English from the Australian Centre for Education; a Certificate from The Global Leadership Centre of OHIO University, USA; a Professional Certificate in International Anti-Corruption from the International Centre for Parliamentary Studies in the UK; and Governance and Social Accountability Certificate from Ateneo School of Government, the Philippines. Mr Kol was a certified trainer of the Oxford Centre for Leadership, UK specialising in Communications.
He was also appointed as Ambassador for Peace of the Universal Peace Federation (UPF), in June 2010.
Mr Pech Pisey
Senior Director of Programmes
Mr Pech Pisey joined the team on 25 June 2012. Pisey has acquired management skills and experience in various economic and social affairs, as well as in improved public financial management, national policy, good governance and aid effectiveness which he gained from working in the development sector for more than 13 years in organisations such as CARE International, Cambodia; Haringey Association for Voluntary and Community Organisations, London (HAVCO), UNESCO, UNDP and BBC Media Action. Mr.Pisey holds a Master Degree of Globalisation, Development and Transition from the University of Westminster in London, United Kingdom and a Bachelor Degree of Philosophy from the Royal University of Phnom Penh, Cambodia.
Mr Sun Long
Senior Director of Operations
Mr Sun Long has joined the team since early July 2012. Almost 23 years in his working life, Mr.Long has worked with a number of INGOs such as Dan Church Aid / Christian Aid (DCA/CA) as Finance, Administration and Human Resources Coordinator; Academy for Educational Development (AED) as Finance and Administration Manager, Pharmaciens Sans Frontieres (PSF) as Senior Administrator, Institute to Serve Facilitators of Development (VBNK) as Finance and Administration Manager, Services for the Health in Asian and African Regions (SHARE) as Finance and Administration Officer, and the United Nations Transitional Authority in Cambodia (UNTAC) as the English / Khmer Interpreter-Translator. During this period, Long has learnt and contributed a lot of his knowledge and skills to the organisation and partners/colleagues/friends whom he has worked with. His professional skills and experiences are development of internal control, and policy for the organisations, staff management and capacity building, finance, human resources, admin, procurement, logistics and office management.
Long was also appointed by the United Nations Population Fund (UNFPA) and the World Population Foundation (WPF) as a Cambodian Youth representative at the International Conference on Population and Development (ICPD+5) in the Hague, Netherlands in 1999. Long holds a MBA degree with majors in Finance from Australia’s Charles Sturt University; BBA degree majors in Accounting/Finance from Preston University; and Diploma of Accounting from Region College. In addition, he had attended and arranged several workshops/trainings/forums in Cambodia, Asia and Europe.
Mr Lim Sokly
Monitoring & Evaluation (M&E) Specialist
Mr Lim Sokly has joined the team since April 2015. Sokly is a data and statistics expert with more than 10 years’ experience in lecturing statistics and mathematics at university in Cambodia. Prior to joining TI Cambodia, he worked with the International Republican Institute (IRI) for six years, helped the organisation conducting polls and generating statistical analysis. He has also served as a student advisor, a quality assurance person and a research and quantitative analysis consultant for NGOs. Sokly holds a Bachelor’s degree in Mathematics from the Royal University of Phnom Penh and a Master’s degree of Natural Science specialising in Statistics and Operations Research from Arizona State University, USA.
Mr Seang Meng Aun
Human Resources and Administration Manager
Mr Seang Meng Aun has joined the team since early July 2012. Meng Aun has worked for both local and international non-government organisations within Cambodia approximately 16 years, when he gained extensive experiences and knowledge/skills in human resources management and administration. He has served as Assistant to Regional Office Manager for Cambodian Institute for Human Rights (CIHR), as Admin & Logistics Assistant for Lutheran World Federation (LWF), as Administrative Assistant for Pact Cambodia then there were several promotions to be Junior Admin Officer, Admin Officer, Senior Admin and HR Officer; and then joined Cooperation Committee for Cambodia (CCC) as HR and Admin Manager.
Meng Aun holds Master of Business Administration (MBA) in field of Management from Build Bright University (BBU) in 2008 and Bachelor Degree of Business Administration (BBA) in field of Management from Royal University of Law and Economics (RULE) in 2000.
Mr Bo Dine
Mr Bo Dine joined TI Cambodia since early May 2015 as a Procurement Officer. Dine holds Master Degree in Business Administration in 2010 and Bachelor degree in Business Administration in 2007 from Build Bright University. He has over 12 years of experiences in a field of procurement, administration and human resources management, logistic support to program and other assistance to assist in the development of new program initiatives, act as a liaison with the NGO community and represent the program at NGO meetings and official functions. Prior TI Cambodia, Dine worked at Pact Cambodia as HR and Admin Officer where he has involved in developing administrative policies and organisational manual.
Ms Yim Soklim
Senior Finance Assistant
Ms Yim Soklim has joined TI Cambodia since July 2014 as a Finance Intern. Then she was recruited as a Finance Assistant in the next six months, and she currently becomes a Senior Finance Assistant. During her undergraduate studies, she interned at the finance department for the Organisation of Community Managed Development Partners (CMDP) and the Cambodia Micro’s Small Medium Enterprise Strengthening Project (MSME), and worked as an Accountant for the CPWF project at the Royal University of Phnom Penh. She holds a bachelor’s degree in Accounting from the Vanda Institute of Accounting.
Mr Pen Raksa
Senior Programme Manager – Public Sector Engagement and Reform Programme & Partnership and Coalition Building Programme
Mr Pen Raksa joined the team on early October 2012. He has more than 17 years of experience in the private and public sector. Drawing on his background with various fields including engineering, business administration, and public management, Raksa has served in many private and public institutions – international companies, international organisations and UN agency, such as AristonLtd, SL International Co. Ltd, Mekong River Commission (MRC), Council for Development of Cambodia-CDC/UNDP Aid-Coordination and Partnership Project, and UNDP. Raksa has brought with him an extensive experience in site management, administration/finance/HR management, project management, and network and partnership building. He also has strong knowledge in policy analysis, project development and monitoring.
Raksa holds a Bachelor degree in Business Administration from Paññāsāstra University of Cambodia, and a Master in Public Management from National School of Administration of France (ENA) & Royal University of Economics and Law (RULE).
Ms Keo Sreysros
Communication and Management Support Manager
Sreysros earned a Master Degree in Media, Peace and Conflict Studies at the UN University for Peace. She gained significant experiences in communication from a number of high profiled institutions such as the BBC Media Action, Helen Keller International, So Big Creative Co., Ltd and CAMFEBA.
Ms. Som Chanthida
Senior Programme Officer – Public Sector Engagement and Reform Programme & Partnership and Coalition Building Programme
Ms. Som Chanthida joined a team in the early of August 2016. She has more than 7 years of experience in working for both educational and international organizations such as Royal University of Phnom Penh; University of Puthisastra; Spanish Agency for International Cooperation Development (AECID); Mekong River Commission; and German Technical Cooperation (GIZ). During her work, she got involved in many areas of work including administration and finance, tourism development and research, and policy development and advocacy in the field of sub-national democratic development by working with various key stakeholders including the National Committee for Sub-national Democratic Development, Ministry of Interior, Ministry of Civil Services and sub-national administrations.
Thida holds a Master Degree in Sustainability Science from the University of Tokyo, Japan in 2011, and Bachelor Degree of Arts in Tourism Management in 2007 from the Royal University of Phnom Penh, and Bachelor of Education in 2007 from the Institute of Foreign Languages.
Ms. Sor San
Programme Assistant – Promoting Business Integrity
Ms. Sor San is recently working as the Promoting Business Integrity Programme Assistant, San is a dual-degree fresh graduate in Bachelor of Education from Institute of Foreign Languages (IFL) and in International Relations from BELTEI International University, one of which was a fully-funded scholarship. During her academic years, she had got various outstanding recognitions, won a medal and certificates in Reading and Public Speaking competitions and was recommended to help in a research conducted by a Ph.D. student from Australia. In her senior year at IFL, San was awarded an Excellent Award for being a top-ten outstanding student. Apart from this, she has organized such numerous charity and social events under her own management and organizations as Junior Chamber International Cambodia, Cambodia Women Entrepreneurs Association and Global Peace Foundation.
Ms. Houth Ratanak
Programme Coordinator – Governance Foundation and Capacity Strengthening Programme
Ms. Houth Ratanak joined TI Cambodia on April 2015 as Consultant for Business Integrity Programme, before becoming Programme Coordinator for Governance Foundation and Capacity Strengthening Programme in August 2016. She was a program manager with more than 20-year’s work experience across a range of areas including governance, anti-corruption, civil society strengthening, Organizational Capacity Assessments, community capacity assessment, networking capacity assessment, governmental capacity assessment at sub-national level, community score cards, capacity development and curriculum and trainings on relevant skills and family in utilizing the social accountability framework (I-SAF). For membership of professional associations, she currently serves as Board of Directors for Cambodian Centre Independence Media (CCIM), Gender & Development for Cambodia, Buddhism for Development (BFD), member of Cambodian Working Group on ASEAN Human Rights Mechanism.
Ratanak used to be TI-Cambodia’s Board of Directors for 4 years, 2010 – 2014 and was a member of the advisory committee of radio-talk back program on Demand for Good Governance (DFGG) of National Radio Kampuchea in 2010. She hold a master degree of Commerce major in Management from IIC university 2006; a diploma from PTU-92 college, Sun Petersburg (Leningrad) Russia 1987; a diploma in English from Australian Centre for Education (ACE) 1994; and certificates of: Training of Trainer from ITD Group 2014, Project Management from OXCEL Cambodia 2014, OCA 2008, Octagon 2005, MERL 3 phases from CRD 2005, Information Technology Management from Life Academy, Karlstad, Sweden 2001 and Navigation and Service from Internet Society, Kuala Lumpur 1997.
Ms Hor Mouyseang
Senior Programme Assistant – Governance Foundation and Capacity Strengthening Programme
Ms Hor Mouyseang has joined TI Cambodia since January 2015. She has supported the Citizen and Youth Empowerment Programme. Now she is working as Governance Foundation and Capacity Strengthening Senior Programme Assistant. Previously, she worked as an Advocacy and Network Assistant for the Coalition for Road Safety, a Cambodian NGO working to promote respect for the traffic law and the rights of others on the road. She holds a Bachelor of Economics specialising in Economic Development from the Cambodia Mekong University, a Diploma in English from Paññāsāstra University of Cambodia and a certificate in advocacy skills.
Mr Im Norin
Programme Coordinator – Research & Advocacy, and Public Fundraising Programme
Mr Im Norin joined TI Cambodia in December 2016. Norin holds two master degrees—Political Sociology from London School of Economics and Political Science (LSE), London, UK (2016), and Public Administration from University of Malaya, Kuala Lumpur, Malaysia (2013). Norin also holds a bachelor degree in Economics from IIC University of Technology, Phnom Penh, Cambodia (2008). He has more than eight years of working experience with LICADHO where he held various positions, including Documentation Officer, Campaign Coordinator for Child Rights and Child Labour, and Advocacy Coordinator.
Mr Kheng Ratha
Programme Assistant – Research & Advocacy
Mr Kheng Ratha joined TI Cambodia on July 2016. Prior to joining team, Ratha was among the first batch of trainees in the 2014 Young Leader Programme offered by TI Cambodia. Through this programme, Ratha and friends initiated an innovative training, campaign and youth debate forum on Governance and Anti-Corruption. Ratha has also worked as Program Assistant Volunteer with Youth Resource Development Program which aims to empower youth to be responsible and active citizens. In this role, he organized public forums, trainings, workshops, dialogue with politicians, exposure trips, writing contest, and capacity & team building. Additionally, Ratha also has extensive research experience. He has worked as data collector, data entry, data transcriber, moderator, note taker, team leader, and research assistant in many research projects. Academically, he graduated Bachelor of Social Science from Royal University of Phnom Penh.
Mr So Chenda
Battambang- Provincial Office Coordinator
Mr So Chenda joined with TI Cambodia on March 2017. He achieved a bachelor degree in 2008 in the field of Business Administrative Management at National University of Management. He has successfully accomplished his master degree at Norton University with the field of Development Management. Regarding to his work experiences, he started his first career as a part-time English teacher in 2001. Then he was promoted as a private institute’s Branch Manager at Newton Thilay Institute in 2003. After having 2 years’ experience in private sector, he continued to work for community development at Project AIDS Khmer based in Takeo province, where he was a Provincial Coordinator, Program Officer and then Senior Program Officer. Moreover, with desires to explore for more experiences, he was selected as a Program Manager at River Kids Foundation in 2014, an organisation working to fight against child trafficking and exploitation locally and internationally. Finally, he moved to Battambang working with one local NGO in 2016, which is called Puthi Komar Organization. Then Chenda has started with TI Cambodia afterward.
Ms Chhorn Reakshar
Siem Reap Provincial Office Coordinator
Ms Chhorn Reakshar has joined TI Cambodia since March 2017. She graduated a bachelor’s degree in Economics and Management from Royal University of law and economics in 2015. During undergraduate, she interned in Finance department of Microfinance Vision Fund Cambodia. After graduated, she worked as an accountant clerk at CBM Corporation.
Mr Tein Samedy
Kampot Provincial Office Coordinator
Mr Tein Samedy joined TI Cambodia on March 2017. Period to joining with TI Cambodia, Tein Samedy graduated from bachelor degree in 2014 at Angkor Khmera University in the field of Public law. While he was studying in university, he used to volunteer with NGOs (YCC) in Kampot province for three years. After graduated, Samedy was working in Generous local-organization about a year; most of his work there is focused on heath sector. Additionally, he also used to work with Children and Women Development Center in Cambodia as a Project Officer aiming to promote tourism in the community.
Ms Chea Sreypov
Project Coordinator in Prey Veng’s Office
Ms Chea Sreypov joined TI Cambodia on May 2018 at Prey Veng regional office. Sreypov graduated from Build Bright University in 2013, majored in finance and banking. During her university, she volunteered as a health insurance community network with the Reproductive and Child Health Alliance (RACHA) for 3 years. After she graduated, she worked as Voucher Agent with Action for health organization (AFH) for one year. She also worked as a Credit officer with Seila Capital Leasing PLC for 2 years, which most of her work was facilitating small loads with communities.
Ms Nouk Sreyleaph
Project Assistant in Battambong’s Office
Ms Nouk Sreyleaph joined TI Cambodia on May 2018 as Project Assistant at Battambang regional office. Sreyleaph holds Master of Business Administration degree in Management from Build Bright University (BBU) – Banteay Meanchey Branch and a Bachelor degree in Accounting at University of Battambang. She has more than 3 years’ experiences with youths in the field of good governance and agriculture cooperative. Prior to joining TI Cambodia, she worked at a local organization named Buddhism for Development (BFD) as project field staff. Right now, she is pursuing another master – Master of Science in Sustainable Agriculture (MSA) at the University of Battambang (UBB).
Ms Seum Soupry
HR and Admin Assistant
Ms. Seum Soupry has joined TI Cambodia since July 2018. She holds Bachelor degree specializing in Law from National University of Management. She has totally had six years’ experiences in her working life. Before joining with TI Cambodia, Ms. Seum Soupry used to work as Producer assistant, public relation assistant, Admin Assistant and HR officer. Besides working, she volunteered with some NGOs to gain more knowledge, experiences and esp. helping her community and the society to be more developed. As a result, she is considered as a PEACE MAKER in her own community. In 2017 she got the Champion award of Excellence staff in the field of Human Resources Management.
Ms Sar Pisey
Ms Sar Pisey has joined the team in February 2018 as a communication officer. She holds a Bachelor Degree of Communication and Media Management from Royal University of Phnom Penh. Prior to joining the team, Pisey had been working in the field of journalism for 5 years in various professional media institutions locally and internationally such as The Phnom Penh, Radio France International Khmer Service and at the multimedia outlet called inquirer.net in the Philippines. Ms. Sar Pisey also used to serve as a project coordinator at the Department of Media and Communication.
Ms Chheun Sophea
Ms Sophea is contemporary a senior at Institute of Foreign Languages majoring in Department of International Studies, Royal University of Phnom Penh. Besides her studying, Sophea also took part in her society like doing volunteer and intern. At her first starts, she volunteered in 2015 as a Marketing and Sales person in the project of Achievement and Future 3. In 2017, she got a chance to be a Youth Ambassador of AIESEC Cambodia as an interpreter for international students; then she upgraded to be a membership of AIESEC afterwards. After ending her term there, Sophea started to be an intern under the department of Communication at ActionAid Cambodia for more than 8 months in 2018. And in early February 2019, she began her new journey as a Communication Assistant at TI Cambodia.
Ms Eng Mouyhoung
Provincial Office Coordinator-Regional in Ratanakiri
Ms Eng Mouyhoung joined the TI Cambodia team on August 2018 as Citizen and youth empowerment project assistant in Ratanakiri Province. Prior to joining team, Mouyhoung had been a volunteer of Young leadership program 2014 for one year. Worked part-time with Non-Timber Forest Products organisation with short term. Worked as Computer expert at the National Election Commission in short term 3 months and had been the administrative Assistant in the Forestry Administration for 1 year and a half. In these roles, she organised communicate, Social work (raising money in order to build a library for indigenous people), Teaching, Managing documents, conducting Survey & research, Reports, Facilitate, and team building. Additionally Mouyhoung also has extensive management skill. She is studying Bachelor of General Management at Build bright University in Ratanakiri Province.
Mr. Sao Thy
Mr. Sao Thy Joined the team on 24 June 2019. Mr. Thy holds Bachelor’s Degree in Computer Science from Norton University in 2014. In term of working history, Mr. Sao Thy has more than 6 years of experiences in IT with private sectors. His first job was a Data Entry Clerk at Neos (Cambodia) Inc in 2013. He was an Information Technology at Cardamom Hotel in 2014 where he could work, learnt and improved his IT skills. In 2015, he worked at Borey The Mekong Royal from an IT Support then promoted to IT Team Leader to lead the team and support in company. In 2017, he also worked at software development company, Corarl Co., Ltd as an IT Support Lead more than 2 years.
