Ms. SIN Putheary                                             
Executive Director

Ms. Sin Putheary joined Transparency International Cambodia (TI Cambodia) as Executive Director in January 19, 2026. She is an accomplished development professional with more than 16 years of leadership experience in Cambodia’s civil society sector. She brings extensive expertise in strategic management, policy advocacy, stakeholder coordination, and resource mobilization.

During her tenure as Executive Director of the Cooperation Committee for Cambodia (2021–2025), she led national-level engagement representing over 190 civil society organizations. She facilitated high-level dialogue with government, development partners, and donors, while ensuring organizational accountability and alignment with national policies and international development frameworks.

Her work reflects a strong commitment to inclusive development, institutional strengthening, and effective partnerships. She holds a Master’s degree in International Journalism, along with academic qualifications in media management and education.

Mr. SEAN Bunrith                                            
Deputy Executive Director

Mr. Sean Bunrith was on board with TIC since March 2022. He is Programme Coordinator supporting to Fiscal and Transparency and Accountability projects. He has a recognized working experience with Civil Society organizations (CSOs).  Before joining TIC, he has been working for more than 08 years for CSOs to promote Democracy and Human Rights. Bunrith has a strong experience in running several projects related to good governance and election observation. He gained a lot of experience of organizing people forums for scorecard, managing media and financial expenditure monitoring during electoral campaign, and coordinating the CSO’s collective efforts for advocacy.

Academically, Mr. Bunrith holds a Bachelor’s degree in Law from Cambodian Mekong University (CMU) and a Bachelor’s degree in English for Educations from National Institution of Business (NIB). And he also successfully completed recognized training courses related to his works.

Ms. Panharath SO
Finance Manager

Ms. Panharath SO is a highly dedicated and detail-oriented finance professional with over 10 years of progressive experience in financial management, budgeting, reporting, administration, and donor compliance within international NGOs and private organizations across Southeast Asia.

Ms. Panharath has successfully collaborated with a wide range of international donors, including UNICEF, USAID, Global Fund, DFAT-ANCP, BMZ , EU, UNDP, KOICA, and Terre des Hommes, ensuring transparent financial management and timely reporting. Known for her professionalism, honesty, and integrity, she is committed to supporting organizational goals through effective financial management and operational excellence.

Ms. Panharath holds two bachelor’s degrees in Accounting & Banking and English Literature from Human Resources University, as well as an Associate Degree in Planning Economics. Her strong academic background, combined with extensive hands-on experience, enables her to manage complex financial systems, lead teams, and ensure compliance with international donor standards.

Mr. Then MOS
Administrative and Programme Coordinator

Mr. Then MOS is a dedicated professional with extensive experience in the fields of development and human rights. He joined Transparency International Cambodia (TI Cambodia) in October 2020 as Senior Project Officer for the School of Governance Project. In August 2022, he transitioned to the role of Programme Coordinator, focusing on Public Sector Engagement and Coalition Building, where he played a vital role in fostering partnerships and collaborations among diverse stakeholders to achieve shared goals in the development sector.

In March 2024, Mr. Then began serving as Programme Coordinator for the Empowering, Engaging, and Protecting Human Rights Defenders (2EP-HRD) Programme at TI Cambodia, contributing significantly to the promotion and protection of human rights in the country. Since March 2025, he has held the position of Administrative and Programme Coordinator, ensuring the smooth and efficient operation of both administrative and programme functions. In this capacity, he manages office operations, logistics, procurement, and documentation while maintaining compliance with organizational and donor policies. He also facilitates effective communication and collaboration across departments, monitors project implementation and budgets, liaises with partners and stakeholders, and supports knowledge management initiatives.

Before joining TI Cambodia, Mr. Then gained valuable experience working with the Cambodian Center for Independent Media (CCIM), DW Akademie, and WaterSHED from 2015 to 2020. These experiences enabled him to develop a strong understanding of programme development, governance, and organizational administrative management.
Mr. Then holds a Bachelor’s Degree in International Relations (2015) and a Master’s Degree in International Human Rights Law (2020) from Paññāsāstra University of Cambodia.

Mr. YEANG Phany
HR and Administrative Officer

Mr. Yeang Phany is a Senior Administrative Assistant at Transparency International Cambodia with over 5 years of extensive experience in office administration, executive support, and organizational management. He holds a Bachelor’s Degree in English from Human Resource University and has completed professional training in English communication, and driving. With a strong background in administrative support, Mr. Phany is skilled in coordinating office operations, managing schedules, maintaining records, and ensuring the smooth daily functioning of the office.

Known for his professionalism, reliability, and attention to detail, Mr. Phany contributes to creating an efficient and productive work environment at TI Cambodia, supporting both staff and management in achieving organizational goals.
