Mr Pech Pisey
Soon after the inception of Transparency International Cambodia (TI Cambodia), Mr Pech Pisey joined TI Cambodia on 25 June 2012 as a Programme Director. In his capacity, he led the whole programme staff to plan and successfully realise the organisation’s strategic plan phase I (2012-2016) and phase II (2016-2019) which aimed to increase awareness and engagement by both demand side and supply side of the good governance, accountability and anti-corruption. In March 2020, Pisey was appointed as the Executive Director to oversee the organisation and the implementation of the Strategic Plan, Collective Action for Transparency and Integrity, Phase III (2020-2022).
Pisey’s professional commitment as well as his passion focuses on economic and social affairs, public financial management, policy reform, corporate integrity system, good governance, social accountability, and aid effectiveness. He has acquired direct management skills and experience in these areas from working in the development sector for more than 15 years with various leading institutions such as the BBC Media Action where he served as a projects coordinator (2011-2012), the United Nations Development Programme as a project manager (2010-2011), the United Nations Educational And Scientific Organisation as a project coordinator (2008-2010), the London Borough of Haringey Organisation as a network consultant (2007-2008), and the CARE International Cambodia as a project officer (2002-2006).
Pisey received a Master Degree in Globalisation, Development and Transition, International Relation and Affairs from the University of Westminster in London, United Kingdom (2007) and a Bachelor of Arts (Honours) in Philosophy from the Royal University of Phnom Penh, Cambodia (1999).
Mr Sun Long
Senior Director of Operations
Mr Sun Long has joined the team since early July 2012. Almost 23 years in his working life, Mr Long has worked with a number of INGOs such as Dan Church Aid / Christian Aid (DCA/CA) as Finance, Administration and Human Resources Coordinator; Academy for Educational Development (AED) as Finance and Administration Manager, Pharmaciens Sans Frontieres (PSF) as Senior Administrator, Institute to Serve Facilitators of Development (VBNK) as Finance and Administration Manager, Services for the Health in Asian and African Regions (SHARE) as Finance and Administration Officer, and the United Nations Transitional Authority in Cambodia (UNTAC) as the English / Khmer Interpreter-Translator. During this period, Long has learnt and contributed a lot of his knowledge and skills to the organisation and partners/colleagues/friends whom he has worked with. His professional skills and experiences are a development of internal control, and policy for the organisations, staff management and capacity building, finance, human resources, admin, procurement, logistics, and office management.
Long was also appointed by the United Nations Population Fund (UNFPA) and the World Population Foundation (WPF) as a Cambodian Youth representative at the International Conference on Population and Development (ICPD+5) in The Hague, the Netherlands in 1999. Long holds a MBA degree with majors in Finance from Australia’s Charles Sturt University; BBA degree majors in Accounting/Finance from Preston University; and Diploma of Accounting from Region College. In addition, he had attended and arranged several workshops/trainings/forums in Cambodia, Asia, and Europe.
Mr Im Norin
Director of Programme
Mr Im Norin joined TI Cambodia in December 2016. Norin holds two master degrees—Political Sociology from London School of Economics and Political Science (LSE), London, UK (2016), and Public Administration from the University of Malaya, Kuala Lumpur, Malaysia (2013). Norin also holds a bachelor’s degree in Economics from IIC University of Technology, Phnom Penh, Cambodia (2008). He has more than eight years of working experience with LICADHO where he held various positions, including Documentation Officer, Campaign Coordinator for Child Rights and Child Labour, and Advocacy Coordinator.
Mr Seang Meng Aun
Senior Human Resources and Administration Manager
Mr Seang Meng Aun has joined the team since early July 2012. Meng Aun has worked for both local and international non-government organisations within Cambodia for approximately 16 years when he gained extensive experience and knowledge/skills in human resources management and administration. He has served as Assistant to Regional Office Manager for Cambodian Institute for Human Rights (CIHR), as Admin & Logistics Assistant for Lutheran World Federation (LWF), an Administrative Assistant for Pact Cambodia then there were several promotions to be Junior Admin Officer, Admin Officer, Senior Admin and HR Officer; and then joined Cooperation Committee for Cambodia (CCC) as HR and Admin Manager.
Meng Aun holds a Master of Business Administration (MBA) in the field of Management from Build Bright University (BBU) in 2008 and a Bachelor’s Degree in Business Administration (BBA) in the field of Management from Royal University of Law and Economics (RULE) in 2000.
Mr Sao Thy
Mr Sao Thy has joined the team on 24 June 2019. Mr. Thy holds a Bachelor’s Degree in Computer Science from Norton University in 2014. In terms of working history, Mr Sao Thy has more than 6 years of experience in IT with private sectors. His first job was a Data Entry Clerk at Neos (Cambodia) Inc in 2013. He was an Information Technology at Cardamom Hotel in 2014 where he could work, learn, and improve his IT skills. In 2015, he worked at Borey the Mekong Royal as an IT Support then promoted to IT Team Leader to lead the team and support in the company. In 2017, he also worked at the software development company, Corarl Co., Ltd as an IT Support Lead for more than 2 years.
Ms Lay Dary
Human Resource & Admin Assistant
Ms Lay Dary has joined the team since August 2019. Prior to joint TI Cambodia, she has involved in many volunteering activities, such as an English and environmental volunteer teacher for Global Peace Foundation Cambodia and volunteering as an interpreter for Khmer Sight Foundation. Also, she used to join a team of three running one project to promote the Khmer palm hat and to raise funds for Angkor Hospital for Children. Moreover, she used to be the HR intern at People in Need organization for six months in which she experienced working and dealing with people under the INGO working environment. During this period, she has gained a lot of knowledge and experiences which positively impact her personal growth and the betterment of the organisation and the community for which she has contributed.
She is now taking two degrees, including International Business at BELTEI International University (which she will graduate at the end of September 2019). Another thing, she is currently a year 4 student majoring in International Relations at the Institute of Foreign Languages (2019-2020).
Ms Mien Sopheap
Office Assistant & Receptionist
Ms Mien Sopheap has joined the team since April 2017. Prior to joint TI Cambodia, she had worked as an Admin officer at CEDAC Natural Agriculture Product for three years and also had been as a trainer at Phar Mart Phamacie as Cashier Accountant and Receptionist for around two years. Besides, she used to volunteer as an English teacher at Pochentong Center at Weekends for around two years as well. During this period, she has gained a lot of knowledge and experiences which positively impact her personal growth and the betterment of the organisation and the community for which she has contributed.
Ms Menh Somary
Ms Menh Somary has joined Transparency International Cambodia (TI Cambodia) since 2015.
Ms Va Sophon
Ms Va Sophon has joined Transparency International Cambodia (TI Cambodia) since July 2018. Prior to joined TI Cambodia, Sophon has worked at Alice School for years.
Mr Try Sokha
Mr Try Sokha has joined the team in June 2019. With more than ten years’ experience working in the accounting and financial field at private companies, MFIs, and NGOs, he has been equipped with crucial knowledge of financial management, internal control, and compliance. Prior to joint TI Cambodia, he worked with MarieStopes International Cambodia as Head of Finance, PCG& Partner as Consulting Manager, and Cooperation Committee for Cambodia (CCC) as Finance Specialist, VisionFund Cambodia as Accountant. During this period, he has gained a lot of experience preparing financial statements, business analysis, strategy planning & budgeting, and further advice on management accounting and finance matters to improve the performance. Sokha holds a Master of Business Administration (MBA) in the field of Finance and a Bachelor Degree in Accounting (BBA) in the field of Accounting from Build Bright University (BBU).
Ms Seng Sorya
Ms Seng Sorya is currently a finance officer. She has joined the journey with Transparency International Cambodia since November 2018. Before with TI Cambodia, she was the sub-grant finance officer at FI (Friends International) with a bachelor of business accounting and finance at VIA (VANDA INSTITUTE OF ACCOUNTING). She had been completed many training courses in the social field with many NGOs.
Ms Yim Soklim
Ms Yim Soklim has joined TI Cambodia since July 2014 as a Finance Intern. Then she was recruited as a Finance Assistant in the next six months. Next, she became a Senior Finance Assistant, and she got promoted as a Finance Officer in the year 2020. During her undergraduate, she interned in the finance department at the Organisation of Community Managed Development Partners (CMDP) and the Cambodia Micro’s Small Medium Enterprise Strengthening Project (MSME) and worked as an Accountant for the CPWF project at the Royal University of Phnom Penh. She holds a bachelor’s degree in Accounting from the Vanda Institute of Accounting.
Ms Som Chanthida
Ms Som Chanthida joined a team in the early of August 2016. She has more than 10 years of experience in working for both educational and international organizations such as Royal University of Phnom Penh; University of Puthisastra; Spanish Agency for International Cooperation Development (AECID); Mekong River Commission; and German Technical Cooperation (GIZ). During her work, she got involved in many areas of work including administration and finance, tourism development and research, and policy development and advocacy in the field of sub-national democratic development by working with various key stakeholders including the National Committee for Sub-national Democratic Development, Ministry of Interior, Ministry of Civil Services and sub-national administrations.
Thida holds a Master’s Degree in Sustainability Science from the University of Tokyo, Japan in 2011, and a Bachelor’s Degree in Arts in Tourism Management in 2007 from the Royal University of Phnom Penh, and Bachelor of Education in 2007 from the Institute of Foreign Languages.
Mr Sok Sam Oeun
Lawyer – Advocacy and Legal Advice Center
Mr Sok Sam Oeun is currently being a lawyer at Advocacy and Legal Advice Centre (ALAC) of TI Cambodia. Sok Sam Oeun used to be an Executive Director of The Cambodian Defenders Project (CDP) around 18 years and he recently is a chief Attorney of AMRIN law firm. Sok Sam Oeun used to work as a law lecturer at many universities and he also had experiences publishing many books related to law and electoral. And previously, he worked as an advisor on Draft law papers, especially he used to be one of the members in drafting law against corruption which including the government and civil society as members.
Mr Chea Chamroeun
Lawyer Assistant – Advocacy and Legal Advice Centre
Mr Chea Chamroeun graduated from Preah Sihanouk High School at Kampong Cham Province in 1970. He had some experiences from being a Programme Assistant of Legal Awareness Programme (LAP) at The Cambodian Defenders Project (CDP) organization from 2000 until 2012.
Mr Chheav Nak
Project Manager – School of Governance
Mr. Chheav Nak joined the team in early January 2016. He is a Good Governance expert. He has been working for more than 20 years as a Freelance consultant in the area of good governance in the public sector. He used to work with both state and non-state institutions in the field of governance since 1995-2016 such as decentralization and de-concentration programme, democratic governance, good governance project local governance, and democratic development program (IP3).
He has a massive and variety of working experiences with different Local NGOs, INGOs, and the World Bank Organization with different roles and responsibilities of the different levels and positions. He has been taking in leadership and responsibility as of the Project coordinator with notably accomplished on promoting partnership between state and non-state institutions. He has also worked with civil society organisation, Advocacy and Policy Institute as Technical Advisor for Access to Information project funded by UNESCO for one the year 2015. He is led to the development of good governance tools and materials to ensure transparency, predictability, accountability, and responsiveness of the supply-side.

Mr Chheang Amrith
Mr. Chheang Amrith has joined TI Cambodia since July 2016. Prior to joining TI Cambodia, Amrith had three-year experience working within the cross-cultural environment in international organizations such as AIESEC, an international youth-led organization; Peace Corps of US embassy in Phnom Penh and IDP Education (Cambodia). Most of his works were involved with project implementation in logistical, administration supports, and training. Amrith holds a dual degree in English Literature from University of Cambodia and International Relations from Paññāsāstra University of Cambodia, one of which was under scholarship. In addition, in early 2015 he was also granted a scholarship to join one-semester exchange program at Institute of Southeast Asian Affairs, Chiang Mai University in Thailand.
Mr Chi Lymeng
Senior Programme Assistant – Citizen and Youth Empowerment Programme
Mr Chi Lymeng has joined TI Cambodia (TI Cambodia) since January 2018 as an intern. Before officially joining the organisation, he has been chosen as one of the most outstanding five delegates among hundreds submitted applicants to participate in a whole-month long Integrity Fellowship at Malaysia as part of Young Leadership Programme (YLP) organised annually by TI Cambodia. At there, he visited a dozen of local and international non-governmental organisations and the Malaysian government institutions to broaden his understanding of the works of fighting corruption, promoting governance and social order, and justice. Upon his return, he then was given the opportunity to be the Young Professional Intern under Governance Foundation and Capacity Strengthening Programme of TI Cambodia. He then was promoted to be a full-time consultant for Research and Advocacy Programme after he has successfully demonstrated quality working performance as deemed required. Following his continuous successive performance, he, again, was promoted to be the Senior Programme Assistant for the Citizen and Youth Empowerment Programme for TI Cambodia effective from January 2020 onward.
Mr. Lymeng finished a bachelor degree in International Studies majoring in International Economics from the Royal University of Phnom Penh (RUPP), Institute of Foreign Languages (IFL), and Department of International Studies (DIS), in 2018. Aside from his academic achievements, he has been appointed as the Chairman and Co-chairman to lead many Model United Nations conferences in and outside of Cambodia under the discussion of many topics ranging from politics to economics to socio-cultural to environment and to development.
Ms Hor Mouyseang
Ms Hor Mouyseang has joined TI Cambodia since January 2015. She has supported the Citizen and Youth Empowerment Programme. She was working as a Governance Foundation and Capacity Strengthening Senior Programme Assistant. But now, she got promoted to a Programme Coordinator in the year 2020 onward. Previously, she worked as an Advocacy and Network Assistant for the Coalition for Road Safety, a Cambodian NGO working to promote respect for the traffic law and the rights of others on the road. She holds a Bachelor of Economics specialising in Economic Development from the Cambodia Mekong University, a Diploma in English from Paññāsāstra University of Cambodia and a certificate in advocacy skills.
Ms Seum Soupry
Programme Assistant – Governance Foundation and Capacity Strengthening Senior Programme
Ms Seum Soupry has joined TI Cambodia since July 2018. She holds a Bachelor degree specialising in Law from National University of Management. She has totally had six years’ experience in her working life. Before joining with TI Cambodia, Ms Seum Soupry used to work as Producer assistant, public relations assistant, Admin Assistant and HR officer. Besides working, she volunteered with some NGOs to gain more knowledge, experiences, and esp. helping her community and the society to be more developed. As a result, she is considered as a PEACE MAKER in her own community. In 2017 she got the Champion award of Excellence staff in the field of Human Resources Management.
Mr Ra Chanroat
Programme Manager – Business Integrity Programme and Mining for Sustainable Development Programme
Mr RA Chanroat has come on board with TI Cambodia since October 2018. He currently is a Programme Manager of Business Integrity and Accountable Mining. He has worked with both non-governmental organisations and private-sector in Cambodia, Thailand, and other ASEAN countries for over 16 years where he gained extensive experience and professional skills in integrated rural development, natural resources management, capacity building, and corporate development and sustainability. Chanroat managed various projects and worked with numbers of development donors such as World Bank, Asian Development Bank, New Zealand Aid, EU commission, USAID, DFAT, Belgian Technical Cooperation, and so on. Chanroat also graduated with his Master’s Degree in Business Management and completed his bachelor’s degree in Business Administration in Cambodia.
Mr Lim Sokly
Senior Monitoring & Evaluation (M&E) Specialist
Mr Lim Sokly has joined the team since April 2015. Sokly is a data and statistics expert with more than 10 years’ experience in lecturing statistics and mathematics at university in Cambodia. Prior to joining TI Cambodia, he worked with the International Republican Institute (IRI) for six years, helped the organisation conducting polls and generating statistical analysis. He has also served as a student advisor, a quality assurance person, and a research and quantitative analysis consultant for NGOs. Sokly holds a Bachelor’s degree in Mathematics from the Royal University of Phnom Penh and a Master’s degree in Natural Science specialising in Statistics and Operations Research from Arizona State University, USA.
Mr Sok Samet
Monitoring & Evaluation (M&E) Officer
Sok Samet has worked as a Monitoring & Evaluation and Data Officer at Transparency International Cambodia since March 2020. He previously served as an Illegal Wildlife Trade Officer at Fauna and Flora International from 2017 to 2020. Prior to this, from 2009 to 2017, Mr Samet worked with the Royal University of Phnom Penh as a Research Assistant. He has researches’ experience in different fields especially in the environment, climate change, social development, illegal wildlife trade, and conservation. In addition, he has knowledge of project management, monitoring and evaluation, proposal writing, budget management, and facilitation. Mr Samet holds a bachelor’s in Economic Development from the Cambodian Mekong University and a master’s of art in Development Studies from the Royal University of Phnom Penh, Cambodia.
Mr Kheng Ratha
Mr Kheng Ratha joined TI Cambodia in July 2016. Prior to joining the team, Ratha was among the first batch of trainees in the 2014 Young Leader Programme offered by TI Cambodia. Through this programme, Ratha and friends initiated an innovative training, campaign, and youth debate forum on Governance and Anti-Corruption. Ratha has also worked as a Programme Assistant Volunteer with Youth Resource Development Program which aims to empower youth to be responsible and active citizens. In this role, he organised public forums, trainings, workshops, dialogue with politicians, exposure trips, writing contests, and capacity & team building. Additionally, Ratha also has extensive research experience. He has worked as a data collector, data entry, data transcriber, moderator, note-taker, team leader, and research assistant in many research projects. Academically, he graduated Bachelor of Social Science from Royal University of Phnom Penh.
Mr Chea Singhtaraith
Communications and Digital Campaign Manager
Mr Chea Singhtararith has joined TI Cambodia in May 2020. Throughout his 5 years’ esteemed career, he has worked from a reporter, a field researcher, a communications trainer, and a digital communications strategist. At TI Cambodia, he carried out communications duties including drafting and implementing communications and visibility strategies, plans and budgets; and providing oversight for the production of communications materials. Tararith holds a Bachelor’s Degree in Arts in Media Management from Royal University of Phnom Penh (RUPP) in 2016.
Ms Chheun Sophea
Senior Communications Assistant
Ms Sophea has joined TI Cambodia since February 2019 as a Communications Assistant. Sophea got promoted to Senior Communications Assistant in the year of 2020 onward. Prior to joining TI Cambodia, Sophea interned as a Communications at ActionAid Cambodia. She also involved in social work like volunteering as an Interpreter, Marketing and salesperson, and so on. Sophea holds a Bachelor’s Degree in International Relations at the Institute of Foreign Languages from Royal University of Phnom Penh (RUPP) in 2019.
Ms Chhorn Reakshar
Siem Reap Provincial Office Coordinator
Ms Chhorn Reakshar has joined TI Cambodia since March 2017. She graduated with a bachelor’s degree in Economics and Management from Royal University of law and economics in 2015. During her undergraduate, she interned in the Finance Department of Microfinance Vision Fund Cambodia. After graduated, she worked as an accountant clerk at CBM Corporation.
Mr Tein Samedy
Kampot Provincial Office Coordinator
Mr Tein Samedy joined TI Cambodia in March 2017. Period to joining with TI Cambodia, Tein Samedy graduated from a bachelor degree in 2014 at Angkor Khmera University in the field of Public law. While he was studying in university, he used to volunteer with NGOs (YCC) in Kampot province for three years. After graduated, Samedy was working in Generous local-organization for about a year; most of his work there is focused on the health sector. Additionally, he also used to work with Children and Women Development Center in Cambodia as a Project Officer aiming to promote tourism in the community.
Ms Nouk Sreyleaph
Project Assistant in Battambong’s Office
Ms Nouk Sreyleaph joined TI Cambodia in May 2018 as Project Assistant at Battambang regional office. Sreyleaph holds a Master of Business Administration degree in Management from Build Bright University (BBU) – Banteay Meanchey Branch and a Bachelor’s degree in Accounting at University of Battambang. She has more than 3 years’ experience with youths in the field of good governance and agriculture cooperative. Prior to joining TI Cambodia, she worked at a local organization named Buddhism for Development (BFD) as project field staff. Right now, she is pursuing another master – Master of Science in Sustainable Agriculture (MSA) at the University of Battambang (UBB).
