Mr Preap Kol is the Executive Director of TI Cambodia. A founder of the organisation, Mr Kol has been integral to the development of the policy framework, strategic plan as well as the fund raising aspects for the organization. Kol had also served as the Regional Coordinator of the UNCAC Coalition (United Nations Convention Against Corruption) in the Asia Pacific region from June 2012 to September 2014.
Having worked with several international organizations and development agencies over 18 years, Kol brings extensive experiences and knowledge on the topics of governance, social accountability and anti-corruption. He used to serve as a Program Advisor at the World Bank in Phnom Penh; as a Senior Program Manager at the National Democratic Institute for International Affairs (NDI), Cambodia; as well as working for the European Election Mission to Cambodia.
Mr Kol has earned a Postgraduate Degree in International Election Observations and Electoral Assistance from University of the Pasque Country, Spain; a Master’s degree in Political Science from a University in Cambodia; a Diploma in English from the Australian Centre for Education; a Certificate from The Global Leadership Centre of OHIO University, USA; a Professional Certificate in International Anti-Corruption from the International Centre for Parliamentary Studies, UK; and Governance and Social Accountability Certificate from Ateneo School of Government, The Philippines. Mr Kol was a certified trainer of the Oxford Centre for Leadership, UK specialising in Communications.
He was also appointed as Ambassador for Peace of the Universal Peace Federation (UPF), in June 2010.
Senior Director of Programmes
Mr Pech Pisey joined the team on 25 June 2012. Pisey has acquired management skills and experience in various economic and social affairs, as well as in improved public financial management, national policy, good governance and aid effectiveness which he gained from working in development sector for more than 13 years in organizations such as CARE International, Cambodia, Haringey Association for Voluntary and Community Organisations, London (HAVCO), UNESCO, UNDP and BBC Media Action. Mr Pisey holds a Master Degree of Globalisation, Development and Transition from the University of Westminster in London, United Kingdom and a Bachelor Degree of Philosophy from the Royal University of Phnom Penh, Cambodia.
Senior Director of Operations
Mr Sun Long joined the team on 02 July 2012. Almost 23 years in his working life, Mr Long has worked with a number of INGOs such as DanChurchAid / ChristianAid (DCA/CA) as Finance, Administration and Human Resources Coordinator; Academy for Educational Development (AED) as Finance and Administration Manager, Pharmaciens Sans Frontieres (PSF) as Senior Administrator, Institute to Serve Facilitators of Development (VBNK) as Finance and Administration Manager, Services for the Health in Asian and African Regions (SHARE) as Finance and Administration Officer, and the United Nations Transitional Authority in Cambodia (UNTAC) as the English / Khmer Interpreter-Translator. During this period, Long has learnt and contributed a lot of his knowledge and skills to the organisation and partners/colleagues/friends whom he has worked with. His professional skills and experiences are development of internal control, and policy for the organisations, staff management and capacity building, finance, human resources, admin, procurement, logistics and office management. Long was also appointed by the United Nations Population Fund (UNFPA) and the World Population Foundation (WPF) as a Cambodian Youth representative at the International Conference on Population and Development (ICPD+5) in The Hague, Netherlands in 1999. Long holds a MBA degree with majors in Finance from Australia’s Charles Sturt University; BBA degree majors in Accounting /Finance from Preston University; and Diploma of Accounting from Region College. In addition, he has attended and arranged several workshops / trainings / forums in Cambodia, Asia and Europe.
Seang Meng Aun
Human Resources and Administration Manager
Mr Seang Meng Aun joined the team on 02 July 2012. Meng Aun has worked for both local and international non-government organisations within Cambodia for almost 16 years during which he gained extensive experiences and knowledge / skills in human resources management and administration. He has served as Assistant to Regional Office Manager for Cambodian Institute for Human Rights (CIHR), as Admin & Logistics Assistant for Lutheran World Federation (LWF), as Administrative Assistant for Pact Cambodia then there were several promotions to be Junior Admin Officer, Admin Officer, Senior Admin and HR Officer; and then joined Cooperation Committee for Cambodia (CCC) as HR and Admin Manager. Meng Aun holds Master of Business Administration (MBA) in field of Management from Build Bright University (BBU) in 2008 and Bachelor Degree of Business Administration (BBA) in field of Management from Royal University of Law and Economics (RULE) in 2000.
Mr Bo Dine joined TI Cambodia on 11 May 2015 as Procurement Officer. Dine holds Master Degree in Business Administration in 2010 and Bachelor degree in Business Administration in 2007 from Build Bright University. He has over 12 years of experiences in a field of procurement, administration and human resources management, logistic support to program and other assistance to assist in the development of new program initiatives, act as a liaison with the NGO community and represent the program at NGO meetings and official functions. Prior TI Cambodia, Dine worked at Pact Cambodia as HR and Admin Officer where he has involved in developing administrative policies and organisation manual.
Ms Chea Sokunthea has joined the team on 01 October 2012. She brings more than 12 years of experience and a variety of skills in budget planning, monitoring, financial reporting, communications and relationship management to the role. Sokunthea has worked for both NGOs and private companies in Cambodia. She has served as an Accountant at Neoneer (Cambodia) Co. Ltd, as Administrative Officer at Wincam Corporation, as Finance and Administration Manager for Southeast Asia Development Program (SADP), as a Finance Coordinator for the Mith Samalnh Organisation. She graduated with a High Diploma in Accounting from Cambodia Youth Volunteers Organization (CYVO) and a Bachelor Degree in Management from National University of Management (NUM). She also has completed an English Training Course at the Australian Centre for Education (ACE). Currently, she is pursuing the ACCA program at CamEd Business School and a Master degree in Risk management of finance, banking, and insurance (international program-France) at RULE university.
Mr Phan Bunthi joined TI Cambodia in February 2015. Bunthi has ten years of experiences in finance and administration fields and has worked for a number of local and international organisations including Vocational Training for Alleviation of Poverty and Social Development as Admin and Finance Officer, Environmental Protection and Development Organization as Admin and Finance Assistant, Youth for Peace as Admin and Finance Officer, and Oxfam as Finance Assistant. He holds a Bachelor’s degree in Computer Sciences from the Cambodian University for Specialties. And he is pursuing Master of Risk Management in Insurance, Banking and Finance from Royal University of Law and Economics and a Master of Finance, Banking and Insurance with Nantes University, France.
Ms Vin Socheata joined TI Cambodia on 01 December 2016. She holds Bachelor of Accounting in 2012 from Vanda Institute of Accounting and Bachelor of Art in International Studies in 2014 from Institute of Foreign Languages. She has more than 5 years of experiences in the area of finance and accounting. Prior to joining TI Cambodia, she used to work with iDE Cambodia Organisation as Account Assistant in 2011, and later she had been promoted as accountant, and then senior accountant.
Senior Finance Assistant
Ms Yim Soklim joined TI Cambodia in July 2014 as a Finance Intern before becoming a Finance Assistant six months later, then becoming Senior Finance Assistant. During her undergraduate studies, she interned at the finance department for the Organisation of Community Managed Development Partners (CMDP) and the Cambodia Micro’s Small Medium Enterprise Strengthening Project (MSME), and worked as an Accountant for the CPWF project at the Royal University of Phnom Penh. She holds a bachelor’s degree in Accounting from the Vanda Institute of Accounting.
Communication and Support Manager
Mr Prum Seila joined the team on 01 April 2016. Seila has acquired both multi-media management and communication skills and experience in various campaigns. He has experiences with various institutions including as social media consultant for Sahmakum Teang Tnaut organization and consultant for Urban Voice Cambodia, event organizer for Oxfam and Youth Council of Cambodia, general representative of Kon Khmer Koun Khmer (film association), a social media trainer for MTV Exit, program officer for the International Republican Institute (IRI), assistant producer for Integrated Regional Information Network (IRIN), and media Researcher. Moreover, Mr Seila has created and managed several campaigns related to art and culture, national campaign for voters’ and registration and political policy discussion TV shows among the political party youth wings. Mr Seila holds a Master’s Degree of Science in Development Communication from the University of Philippines, Philippines.
Mr Chea Singhtararith has joined the team in October 2016 serving as Communication Officer. He is capable of working in various fields including graphic design, videography, photography, news writing, and communication research. He has experienced in being a radio reporter at Radio Free Asia (RFA), a graphic designer at Essential Exploration travel agency and a research assistant at Cambodia Development Resource Institute (CDRI). Tararith graduated with a Bachelor Degree of Art in Communication and Media Management from Royal University of Phnom Penh.
Monitoring & Evaluation (M&E) Specialist
Mr Lim Sokly joined the team in April 2015. Sokly is a data and statistics expert with more than 10 years of experience lecturing statistics and mathematics at university in Cambodia. Prior to joining TI Cambodia, he worked with the International Republican Institute (IRI) for six years, helping the organisation conduct polls and generating statistical analysis. He has also served as a student advisor, a quality assurance person and a research and quantitative analysis consultant for NGOs. Sokly holds a Bachelor’s degree in Mathematics from the Royal University of Phnom Penh and a Master’s degree of Natural Science specialising in Statistics and Operations Research from Arizona State University, USA.
Programme Support Officer
Mr Top Visalh joined the team in October 2011. He first started with the organisation as an intern. After 5 years of hard working with TI Cambodia as Programme Support Assistant, he is now working as Programme Support Officer. Through this period, he has gained a lot of knowledge of anti-corruption, good governance, transparency, integrity and social accountability. He is a graduate holding a Bachelor’s degree of Education in English from Royal University of Phnom Penh, Institute of Foreign Languages. He, additionally, earned a Certificate of Completion, Intensive English Program for Academic Studies at University of Cambodia in 2008. He has also completed many training courses.
Senior Programme Manager – Public Sector Engagement and Reform Programme & Partnership and Coalition Building Programme
Mr Pen Raksa has joined the team on 02 October 2012. He has more than 17 years of experience in the private and public sector. Drawing on his background in engineering, business administration, and public management, Raksa has served in many private and public institutions – international companies, international organisations and UN agency, such as AristonLtd, SL International Co. Ltd, Mekong River Commission (MRC), Council for Development of Cambodia-CDC/UNDP Aid-Coordination and Partnership Project, and UNDP. Raksa has brought with him an extensive experience in site management, administration/finance/HR management, project management, and network and partnership building. He also has strong knowledge in policy analysis, project development and monitoring. Raksa holds a Bachelor degree in Business Administration from Paññāsāstra University of Cambodia, and a Master in Public Management from National School of Administration of France (ENA) & Royal University of Economics and Law (RULE).
Senior Programme Officer – Public Sector Engagement and Reform Programme & Partnership and Coalition Building Programme
Ms Som Chanthida has joined a team on 01 August 2016. She has more than 7 years of experience in working for both educational and international organizations such as Royal University of Phnom Penh; University of Puthisastra; Spanish Agency for International Cooperation Development (AECID); Mekong River Commission; and German Technical Cooperation (GIZ). During her work, she got involved in many areas of work including administration and finance, tourism development and research, and policy development and advocacy in the field of sub-national democratic development by working with various key stakeholders including the National Committee for Sub-national Democratic Development, Ministry of Interior, Ministry of Civil Services and sub-national administrations. Thida holds a Master Degree in Sustainability Science from the University of Tokyo, Japan in 2011, and Bachelor Degree of Arts in Tourism Management in 2007 from the Royal University of Phnom Penh, and Bachelor of Education in 2007 from the Institute of Foreign Languages.
Programme Officer – Public Sector Engagement and Reform Programme & Partnership and Coalition Building Programme
Ms Neang Sovatha joined TI Cambodia on 21 November 2016 as Programme Officer. Sovatha holds Bachelor degree in International Relations from University of Cambodia (UC). She has over 5 years of experiences in the field of project management, implementation, monitoring and evaluation with both local organisation and at Italy. Moreover, she plays role to build networking with non-government organisation and government to implement the advocacy activities in the purpose of contribution to Cambodia development. Prior to joining TI Cambodia, Sovatha worked at World Vision International as Youth Networking Building Officer.
Lawyer – Advocacy and Legal Advice Center (ALAC)
Mr Chin Lyda joined the team on 20 April 2015. Mr Lyda has acquired experiences in legal and human rights field, legal advocacy skills, and some management knowledge which he gained from working in legal and human rights NGO sector for nearly 10 years. Lyda used to work at the Bar Association of Cambodia, Council for the Development of Cambodia/CDC, the Cambodian Youth for Development/CYD, the Cambodian League for the Promotion and Defence of Human Rights/LICADHO. Mr Lyda holds Master Degree in Private Law from Royal University of Law and Economics/RULE, Bachelor Degree of Law majoring in public and private law from Faculty of Law and Economics, BA in English from Institute of Foreign Languages/IFL. Mr Lyda received Certificate of Aptitude in the Legal Profession from Lawyer Training Centre and was officially adhered to the Bar Association of Cambodia in 2005.
Legal Assistant – Advocacy and Legal Advice Center (ALAC)
Mr Vong Oudom holds a Bachelor’s Degree of Law from Royal University of Law and Economics, Phnom Penh, Cambodia. He has experience as legal internship with East West Management Institute (EWMI), he assisted defence lawyers in many human right violation cases throughout the whole case procedure. He conducted introductory witness interviews, collected material evidences, monitored the hearings of clients and finally produced case reports when clients were released on bail. Moreover, Mr Oudom also Working as Trial Monitor for the Asian International Justice Initiative (AIJI), I monitored trial proceeding at Khmer Rouge Tribunal and produced numerous weekly report which finally publish at Department of Global Studies of Stanford University.
Programme Manager – Citizen and Youth Empowerment Programme
Mr Sok Sambo joined the team in October 2016. He has 13 years working experience at the OXFAM Mekong Regional Water Governance Program, UNDP, World Vision and Mith Samlanh in the areas of administrative and operational support, program and project monitoring, evaluation and implementation. Of these 13 years, Sambo has worked with youth groups for 8 years – 3 years coordinating Mekong regional youth programs at OXFAM, and 5 years in program monitoring and administrative management at Mith Samlanh.
Academically, his background is in development policy and practice from the Graduate Institute Geneva, Switzerland where he received a master’s degree. For his undergraduate studies, he has a bachelor of business administration degree in tourism management from the National University of Management, and a Bachelor of Arts degree in Geography from the Royal University of Phnom Penh.
Senior Youth Programme Officer – Citizen and Youth Empowerment Programme
Mr Ly Pichey joined the team on 01 October 2012. Pichey has worked in Youth Engagement and Development programs for more than 7 years in Cambodia. Most of his coordination involved international and local organisations in Cambodia including Peace and Development of International Spanish Organisation, US Embassy in Cambodia, Outstanding Youth Group of Cambodia, for the project inspiring youth participation and engagement for development of Education, Employment, Anti-Corruption and Volunteerism. Mr Pichey hold a Master Degree of Social Science(Major in Philosophy of Education) from Khemarak University and a Bachelor Degree of Philosophy from Royal University of Phnom Penh, and has attended professional training for over 2 years such as the of United States Institute for Student Leaders (SUSI) in the United States, Leadership on for young leaders in Malaysia, Singapore, Philippines, Thailand and Korea and Advanced International Communication Skills which is certified by the Oxford Centre for Leadership, United Kingdom.
Programme Assistant – Citizen and Youth Empowerment Programme
Mr Chheang Amrith joined TI Cambodia on the 18 July 2016. Prior to joining TI Cambodia, Amrith had three-year experiences working within cross cultural environment in international organizations such as AIESEC, an international youth led organization; Peace Corps of US embassy in Phnom Penh and IDP Education (Cambodia). Most of his works were involved with project implementation in logistical, administration supports and training. Amrith holds a dual degree in English Literature from University of Cambodia and International Relations from Paññāsāstra University of Cambodia, one of which was under scholarship. In addition, in early 2015 he was also granted a scholarship to join one semester exchange program at Institute of Southeast Asian Affairs, Chiang Mai University in Thailand.
Sophia Aspesi Areias
Programme Manager – Business Integrity Programme
Ms Sophia Aspesi Areias joined TI Cambodia in December 2016. Prior to joining, she worked as a pro bono associate with Destination Justice and lecturer at Royal University of Law and Economics. She previously served as a policy and legal advisor for a political affairs firm in Sacramento, California. Additionally, Ms Areias worked for two years for the American Bar Association, Rule of Law Initiative in their Africa Division. She received a B.A in International Affairs from the Elliott School of International Affairs at the George Washington University and a J.D. from Santa Clara University School of Law, with a certificate in public international law. She is a lecturer at the National University of Management.
Senior Programme Officer – Business Integrity Programme
Ms Chhay Pidor has joined the team on 01 October 2012. She has more than 7 years of professional experience in the areas of good governance, poverty monitoring and analysis, rural livelihood development, and social development issues with International Organisations, United Nations Agencies, and a Research Institute. Pidor holds a Bachelor of Business Administration from National University of Management.
Dr Prum Virak
Programme Manager – Governance Foundation and Capacity Strengthening Programme
Dr Prum Virak joined TI Cambodia as Manager For Membership and Institutional Capacity Development. He is a well-known figure in the legal community and brings with him more than 10 years of international academic and work experiences in the fields of law and international development. Beside various academic positions, he has advised foreign governments, local and international organizations. He has published articles and book reviews in various peer-reviewed journals on decentralization, public administration, international law and IR, and climate change. Frequently writing opinion pieces for newspapers, he also acts as a legal expert at numerous conferences and workshops. He received his law degree in 2000, a Master of Law in 2003 from Nagoya University (Japan) and a PhD in international development in 2006 also from Nagoya University. He also holds a graduate certificate in human resource management from Canada. Dr Virak speaks English, French and Khmer professionally and can carry on conversation in Japanese.
Programme Coordinator – Governance Foundation and Capacity Strengthening Programme
Ms Houth Ratanak joined TI Cambodia on 01 April 2015 as Consultant for Business Integrity Programme, before becoming Programme Coordinator for Governance Foundation and Capacity Strengthening Programme in August 2016. She was a program manager with more than 20-year’s work experience across a range of areas including governance, anti-corruption, civil society strengthening, organizational capacity assessments (OCA ), community capacity assessment (CPI ), networking capacity assessment (ONA ), governmental capacity assessment (GOPI ) at sub-national level, community score cards (CSC), capacity development and curriculum and trainings on relevant skills and family in utilizing the social accountability framework (I-SAF). For membership of professional associations, she currently serves as Board of Directors for Cambodian Centre Independence Media (CCIM), Gender & Development for Cambodia (GADC), Buddhism for Development (BFD), member of Cambodian Working Group on ASEAN Human Rights Mechanism. She used to TI-Cambodia’s Board of Directors for 4 years, 2010 – 2014 and was a member of the advisory committee of radio-talk back program on Demand for Good Governance (DFGG) of National Radio Kampuchea in 2010. She hold a master degree of Commerce major in Management from IIC university 2006; a diploma from PTU-92 college, Sun Petersburg (Leningrad) Russia 1987; a diploma in English from Australian Centre for Education (ACE) 1994; and certificates of: Training of Trainer from ITD Group 2014, Project Management from OXCEL Cambodia 2014, OCA 2008, Octagon 2005, MERL 3 phases from CRD 2005, Information Technology Management from Life Academy, Karlstad, Sweden 2001 and Navigation and Service from Internet Society, Kuala Lumpur 1997.
Senior Programme Assistant – Governance Foundation and Capacity Strengthening Programme
Ms Hor Mouyseang joined TI Cambodia in January 2015 to come and support the Citizen and Youth Empowerment Programme. Now she is working as Governance Foundation and Capacity Strengthening Senior Programme Assistant. Previously, she worked as an Advocacy and Network Assistant for the Coalition for Road Safety, a Cambodian NGO working to promote respect for the traffic law and the rights of others on the road. She holds a Bachelor of Economics specialising in Economic Development from the Cambodia Mekong University, a Diploma in English from Paññāsāstra University of Cambodia and a certificate in advocacy skills.
Programme Coordinator – Research & Advocacy, and Public Fundraising Programme
Mr Im Norin joined TI Cambodia in December 2016. Norin holds two master degrees—Political Sociology from London School of Economics and Political Science (LSE), London, UK (2016), and Public Administration from University of Malaya, Kuala Lumpur, Malaysia (2013). Norin also holds a bachelor degree in Economics from IIC University of Technology, Phnom Penh, Cambodia (2008). He has more than eight years of working experience with LICADHO where he held various positions, including Documentation Officer, Campaign Coordinator for Child Rights and Child Labour, and Advocacy Coordinator.
Public Fundraising Officer
Ms Seng Sokchea joined the team on 04 October 2016. She has just finished an assignment from Pour Un Sourire d’Enfant (PSE) as Fund Raising Officer where she first started as Internship Coordinator for a short period and promoted as Fund Raiser for about 2 years. Previously, Sokchea had spent almost 8 years to work for private sector which are kinds of telecommunication operator and suppliers for installation and equipment like at APSB Corporation Ltd as Project Admin Officer, at ZTE HK (Cambodia) Co., Ltd as Documentation and Administration Executive, and CamShin as Customer Service Supervisor Assistan. Furthermore, she had also worked for The Cambodian Labour Confederation (CLC) in the position of Project Manager for a period of time. At the present, she holds a course of technical teacher, pedagogy, at National Technical Training Institute since 2008 and a bachelor degree of Arts, Humanities and Languages, in English, at Phnom Penh International University in 2006. Sokchea plans to pursue a master degree soon.
Programme Assistant – Research & Advocacy, and Public Fundraising Programme
Mr Kheng Ratha joined TI Cambodia on 01 July 2016. Prior to joining team, Ratha was among the first batch of trainees in the 2014 Young Leader Programme offered by TI Cambodia. Through this programme, Ratha and friends initiated an innovative training, campaign and youth debate forum on Governance and Anti-Corruption. Ratha has also worked as Program Assistant Volunteer with Youth Resource Development Program (YRDP) which aims to empower youth to be responsible and active citizens. In this role, he organized public forums, trainings, workshops, dialogue with politicians, exposure trips, writing contest, and capacity & team building. Additionally, Ratha also has extensive research experience. He has worked as data collector, data entry, data transcriber, moderator, note taker, team leader, and research assistant in many research projects. Academically, he graduated Bachelor of Social Science in Psychology from Royal University of Phnom Penh.
